Amok Casino - The casino ignores the ADR

Maybe you can help me with some non-binding advice.
7 months ago I filed a complaint with Infiniza LTD. Infiniza LTD is a Malta regulated casino. After the casino didn't respond to my complaint and subsequent messages, I filed a complaint with the casino's ADR. After 6 months I received the decision: The ADR Pardee Consulta came to the conclusion on December 15, 2021 that the casino had to refund me 21'800 EURO. Since the casino took no position on the case, presented no evidence and ignored all messages from ADR, it is automatically a non-binding decision by ADR.
Is it really that simple? A casino need only ignore a complaint (over 5000 EURO). A casino need only ignore the messages of the ADR. A casino is not required to submit any statement or evidence. By means of silence, a decision of the ADR automatically becomes non-binding and as a result a casino never has to pay anything (through the tactic of silence and ignoring)?
