After setting a cooling-off period I still receive promotional email.
And even after when I unsubscribe my self I also received the promotional email.

Firstly - the operator would only be required to remove you from promotional mailing lists where you were self-excluded. A cooling-off period/time out of less than 6 months would not result in the cessation of promotional emails.
As to the unsubscribe request, if the operator has not honoured this request we would suggest that you should contact them directly and inform them that if you receive further promotional communications you will report them to the regulator. As there are no funds being contested, this is not a suitable issue for ADR review.
