Found for the Casino - The submitting player has acknowledged that they've opened more than one account with Bitstarz. As such there is nothing we can do for them.

Player's Complaint
Accidentally created a second account, instead of a blocked one. By specifying the name of the name and fully correct information about yourself. The first account I blocked myself and forgot about it in September 2018. Having opened a new one with full confidence that I did not have registration in this casino. Made a deposit account, the same method as in September. I found out about the second account only from the support chat. I looked at the deposit statement and was shocked.
I understand perfectly well that I may have violated the rules of the casino, but I did not have any malicious intent. I did not use bonuses, I made deposits honestly. And honestly played.
There is a clause in the rules of the casino that the casino performs a check at the account registration stage, but there was no such check. Casino also violates the rule. All chat entries are available. After this itsindent, I just simply do not give to use the chat. Close the conversation. Do not even report on the number of my deposits. And I don’t have access to the checkout.
I honestly played. The casino found a way not to pay. No suggestions were offered by the casino administration to solve this incident. All my attempts to get feedback without success. I really hope for your help.

Unfortunately there's nothing we can do to help you in this instance. You are correct that you cannot open more than one account. You are responsible to ensure you don't do that. If you have opened additional account the operator are entitle to void those accounts and any wagers that have taken place on them.
