Hi.
I think I opened my account and started playing at Bovegas this year. I was able to get a cashout and Bovegas has a slow document approval process and I have waited a week for my withdrawal to be processed only to find out I won’t receive the entire $2000 but only $250. I have not received the $250 yet but they say it was sent to bank. I asked them why they could not process the entire amount and I was told there policy allows them to send installments due to player class and deposit/gaming activity.

Unfortunately you've chosen to play with an operator who are both negatively listed with this service and inconsistent in their response to complaints submitted here.
Alongside this, US facing casinos regularly impose this type of restriction in an effort to encourage players to lose balances back before they are paid out.
I'll try to contact the operator on your behalf but the chances of any successful mediation are very low.
