Not every withdrawal method will be available with every operator. And simply because a card can successfully be used to deposit does not mean that it will be possible to return payments to it. Most operators use 3rd party payment providers to process payments on their behalf. There are numerous parties between you and the operator in terms of how money travels from one to the other and any one of these may experience a technical problem with the payment or may flatly refuse to process/accept the payment.
