PH Casino - Ignoring permanent self exclusion

23/06/2020 I asked to be permanently excluded and I also said if I ask for the account to be reopened that they decline me due to over spending and loss of gambling control.
3rd Sept 2021 I had a relapse luckily no sites would accept me as I banned from all and also downloaded gamstop but this site I remembered and emailed them asking to open my account.. without hesitation they agreed.
Therefore I am asking for a refund for my losses today as I believe I am entitled. I specifically mentioned I cant control my gambling spends and never to open my account again but they clearly didn't care. Now they are ignoring my refund request.
