There are still unlicensed operators accepting UK players but they are breaking UK law when they do so and you are far more likely to experience issues playing with them.

I've discussed this issue with Las Vegas USA. Their assertion is that - due to the dynamics of the payment processing systems that they use - the deposit you made was added to your casino account, but was not actually withdrawn from you bank (i.e. they never received the funds). As such they consider the play that occurred void.
Can you provide a statement showing the funds being withdrawn from your account?

The operator are claiming that the deposit in question was never taken from your account. To move any further we'd need to be able to demonstrate that is not the case.

Reviewing your statement presumably your referencing the card payment of 19.75 on the 26/1? If so this is to USoftGaming the company that runs the operators found here. As far as I'm aware they have nothing to do with the Mainstreet group of operators, or indeed any operator that accepts US traffic.
Are you sure this is the payment you made to Las Vegas USA?

I've spoken to the operator regarding this issue and unfortunately they've informed us that they have no relationship what-so-ever with USoft Gaming, which is in line with our own knowledge of the USoft Gaming group. It is very unlikely that this transaction was the deposit in question.
