Resolved - 21.com Casino has informed us that this player has been paid. The player has been non-responsive to our requests for updates so we assume they are happy.

I won 3200€ on my 4 th deposit on the casino (each one 100€).
Then i made a withdrawal of 3200€.
This week they sent my an email about me breaking their terms of use (parts 17 and 20). They refuse to tell me any more info about this, I asked in email and livechat but they didnt tell me anything.
I didnt break any terms and i dont understand how can they do this.

You have played at multiple properties on this license, which is prohibited in the terms of the welcome offers you claimed. In this instance, as the win relates to the first property you played with, the operator has agreed to reinstate your balance. However, we need to be clear that had it been any property after the first that resulted in the win, we would support the operator in non-payment. I dont understand what that means.. I won 3200€ but only recived 400€. Seems a bit unfair to me

It means that you have signed-up with multiple properties owned by the same company as 21.com in close succession, and have claimed welcome bonuses at each of them. There was a clear restriction within the operator's terms of use against you doing this. You have been very lucky in this instance that the bonus you won with was at the first casino, so no violation had occurred at that time.
When was the €400 paid? Our current understanding is that your full balance was to be restored.
