One of the very first jurisdictions to offer online gaming licenses in 1994, the Directorate of Offshore Gaming is a division of the Financial Services Regulatory Commission of Antigua and Barbuda a small island to the east of Puerto Rico and north of Venezuela.
It is interesting to note that as of yet online gambling regulatory bodies tend to be set up in what could be considered politically small states. The reasons for this are twofold. Firstly, larger political entities are more concerned with public opinion and therefore less likely to be willing to regulate a previously unregulated market and secondly these smaller states are more influenced by the greater tax revenues that the online gambling market can generate for them.
This does lead to a conflict of interests however in so far as a jurisdiction that is driven by the taxation benefits that these gambling firms generate is less likely to institute punitive measures that could damage these firms ability to generate profit when they are behaving in unethical fashions.
The Directorate of Offshore Gaming certainly falls into this category, catering to casinos that will still accept US customer. This is usually a very bad sign as no reputable regulator will license casinos that are breaking US law. In the case of the Directorate of Offshore Gaming, they are probably the best of the regulatory bodies that will accept casino that take US customers, but overall they are still lax and do not enforce particularly tough regulation on the casinos they regulate.
Better than a license from Costa Rica – which is the same as being unlicensed for all practical purposes – and not even in the same universe as licenses issues in Gibraltar, the Isle of Man and Alderney.
