First Cagayan operates out of the Cagayan Economic Zone in the Philippines. Until we recently looked at some of the Asian facing Playtech casinos, we were completely unaware of First Cagayan as a gambling licensor, having no information to hand regarding their handling of player disputes. This could possibly be due to the European geographic location that this site and its staff hold. It’s perfectly possible that they are very well known in the Asian markets.

Looking at the casinos that this group license, none of them have any major unresolved complaints that we could find, suggesting that they maintain high standards and that few player complaints occur.

The First Cagayan website does seem to be substantively out of date – the most up-to-date list of properties they license we could find was dated in 2009 and the venues that we were reviewing that claim a license from this regulator were not included on this list. Alongside this there is no information on their site regarding how to go about submitting a complaint against one of their licensees.

Balance the seemingly positive reputation of their licensees against the out of date website and a lack of supporting information for players would lead us to believe – until more substantive information comes to light – that the protection that First Cagayan can provide players is substantially less that the top tier regulators, but above the likes of Costa Rica or Curacao.
