Casinosieger - has blocked my account and balance confiscated

Resolved - A player from a jurisdiction that has subsequently been restricted has now been paid in full. We consider this issue resolved.
Player's Complaint
I made payout 02 October 2017 - 385 EUR. My account was fully verified 27 September.
According to their rules, the payout should be carried out during 48 hours. I've contacted to them every day, because they din’t do anything with my payment. At all, they have confirmed that my payout was wired to my bank account 10 October one week later than it should be.
Next day they decided to change some regulations and frozen my account without any reason. When I asked them about my payment they answered they don't want to work with players from my country from 11 October and they confiscate my balance. They didn’t send nothing to my bank account or my skrill account, despite the fact they claimed they had sent and that this money was ordered earlier than any changes.
My account now is freezed and they don't answer to my emails
